摘要
土地勘测定界工作是项目用地审批的重要依据和重要环节,在保障用地审查及用地审批工作更加科学、制度、规范方面起着重要作用。本文结合农用地转用征收报批工作实践,分析总结了土地勘测定界在农用地转用及土地征收报批应用中需把握的重点及可采取的方法措施,以使农用地转用征收报批程序中最基础的组件上报等更加规范,有效地提高工作效率。
The task of land surveying and assessment is important foundation upon which potential approval of a project’s land use is based. It plays an essential role in ensuring that the land use review and approval tasks are performed in a scientific, systematic, and regulated manner. This paper examines both the practice of agricultural land conversion and the application and approval process for such undertakings. It also analyzes and summarizes some key points and measures for land conversion and land acquisition applications and for the land acquisition approval process. This analysis reveals that the essential components of the reporting process could be standardized to improve process efficiency.
