摘要
自然资源综合调查是区域可持续发展和生态文明建设的重要内容。湖北省各类自然资源调查自成体系,且标准之间存在诸多不兼容,难以对自然资源综合管理提供有效的技术支撑。分析湖北省自然资源调查发展现状,总结自然资源综合调查体系存在的调查标准不一、综合评价能力差、分类编码规则不一致、生态文明建设融入不够等问题,结合自然资源分布特点,建议通过构建湖北省自然资源分层分类模型、综合调查标准体系框架、综合调查技术体系和管理组织体系等举措,以期推动自然资源调查标准化体系建设。
Comprehensive survey of natural resources is an important part of regional sustainable development and ecological civilization construction.All kinds of natural resources survey in Hubei Province has its own system,and there are many incompatibility among standards,which is difficult to provide effective technical support for the comprehensive management of natural resources.This paper analyzes the development status of natural resources survey in Hubei Province,and summarizes the problems in the comprehensive survey system of natural resources,such as different survey standards,poor comprehensive evaluation ability,inconsistent classification and coding rules,and insufficient integration of ecological civilization construction.Combined with the distribution characteristics of natural resources,it is proposed to build a hierarchical classification model of natural resources and a framework of comprehensive survey standard system in Hubei Province Comprehensive survey technology system and management organization system,in order to promote the construction of natural resources survey standardization system.
