摘要
2017年的韩国外交开局艰难,国内政治的乱局导致对外政策失调。韩国的传统"四强外交"出现失衡。韩美关系呈现高层交往频繁、联合军演不断等态势,双边关系整体良好,但经贸矛盾、对朝政策分歧等问题或成为2018年韩美关系恶化的原因。中韩关系因萨德问题全年总体冷淡,文在寅改善中韩关系步调相对缓慢,两国关系全面复苏还需双方相向而行。韩日关系虽麻烦不断,但双方领导人就朝核问题保持了紧密沟通。2017年的韩国外交新举措还体现为外交突围,不断推行新北方政策和新南方政策,冬奥外交成为2017年韩国外交的亮点,以此拓展韩国的外交空间,实现外交多元化的目标。
In 2017,ROK's diplomacy was struggling to start its foreign affairs,the domestic political turmoil led to the imbalance of foreign policies.ROK's traditional ties with four major powers appear imbalances,US-ROK,ROK-Japan relations have been strengthened,but China-ROK,ROK-Russia relations are relatively cold.The overall relations between ROK and US have been good,these manifest as frequent high-level exchanges and constant joint military exercises.However,economic and trade conflicts,differences in policy toward the DPRK and other issues have become the reasons for the deteriorating relations between ROK and US in 2018.As a result of the THAAD problems,the relationship between China and ROK was cold throughout the year.And Moon Jae-in is relatively conservative to improve relations between China and ROK.The full recovery of the bilateral relations still requires the joint efforts of both sides.Although the relations between ROK and Japan are troublesome because of the issue of“comfort women”and the Dokdo(Take-shima)island dispute,the leaders of both sides have maintained close communications on the DPRK nuclear issue.In 2017,the new measure of ROK's diplomacy is also reflected in the diplomatic breakthrough,the continuous implementation of the New North Policy and the New South Policy,the Olympic diplomacy become the highlight of ROK's diplomacy.ROK hopes to expand diplomatic space through these measures so as to achieve the goal of diversifying diplomacy.
