摘要
在朝鲜半岛统一问题上,朝韩双方还处于冷战残余阴影之下,并存在着严重缺乏互信的症结,共同面临着"目标与手段失调"、"自主"和平统一与周边大国关系两大问题的困扰以及朝鲜力主的"平衡外交"、挑战"忍耐极限"和超越"国际常规"三个"不变"的制约。目前,朝韩只有着力解决一个症结,重视和做好"目标与手段失调"、"自主"和平统一与周边大国关系的两大改变,防止和减轻朝鲜短期内不会改变的三个"不变"的消极影响,才能给朝鲜半岛的和平稳定与"自主"和平统一带来光明的前途。
In 2015,on the issue of the reunification of the Korean Peninsula,the crux is,under the remaining shadow of the Cold War,there is a serious lack of mutual trust between D. P. R. K and R. O. Korea. The two sides are beset by two problems: one is the imbalance between goals and means; the other is the autonomous peaceful reunification and the relations with neighboring powers. In addition,they are also restricted D. P. R. K's three patterns of behavior i. e. advocating balance diplomacy,challenging tolerance limit and transcending international conventions. At present,if D. P. R. K and R. O. Korea want to realize the peaceful,stable and autonomous reunification of the Korean Peninsula,they have to solve the crux,pay enough attention to changing two problems above and try to prevent or ease the negative effects of D. P. R.K. 's Three Unchanges which are unchangable in a short term..
