摘要
"银色浪潮"袭来的新形势下,我国传统的养老模式难以适应老年人对于养老服务需求的快速增长,如何解决这一矛盾已成为当前维护社会稳定和经济发展的重要任务。文章提出社区居家"医养结合"养老模式,从其概念、优势和特点出发,说明其作为解决当前养老供需矛盾的重要手段;并以我国社区居家"医养结合"养老模式的实践为根据,指出这种模式在实际运用过程中存在政府角色不明、社区主动性不高、社会企业参与度不高和非营利组织不成熟等支持不足的问题,运用社会支持理论和福利多元理论,构建以政府、社区、企业和非营利组织"四位一体"的社会支持体系,将危机转换成机遇。
The traditional pattern of old-age pension is difficult to adapt to the rapid growth of the demand for old-age care in the new situation,and how to resolve this contradiction has become an important task of maintaining social stability and economic development.This paper puts forward the concept of community-aided home pension model with"Medical and Nursing Combination",and considers it as an important means to resolve the contradiction between supply and demand of the old-age pension by explaining its concept,advantages and characteristics.Based on the practice of this model,this paper points out the problems in practice including the ambiguous role of the government,inadequacy in the community's initiative and the participation of social enterprises,and immaturity of non-profit organizations.Moreover,it tries to build a four-in one social support system of the government,community,enterprises and non-profit organizations to turn the crisis into opportunities by applying social support theory and welfare pluralism theory.
