摘要
人口老龄化进程的加速,老年患病比例的增加,就医质量需求的增长,让如何养老成为了当今重要的热点社会问题。传统的养老方式无法满足现有的养老需求,促使新型养老模式应运而生。新养老模式“医养结合”的提出,已经得到各方面的积极响应。但养老机构医疗服务能力较弱、专业人才短缺,医养服务质量低、社区卫生服务中心的利用率不高、政策细则不完善、法律法规不健全等问题仍是医养结合养老模式发展面临的巨大问题和困难。该文在此基础上提出建议,构建多层次的“医养结合”服务体系、多层次专业人员培养模式,加快养老服务护理人才队伍建设、改革医疗保险方式,健全护理保险体系、完善相关法律规范,提高政策执行效率,以促进“医养结合”养老模式的迅速发展。
With the accelerating process of population aging,the increase in the proportion of elderly patients,and the increase in demand for the quality of medical care,how to provide for the elderly has become an important social issue today.Traditional old-age care methods cannot meet the existing old-age care needs,prompting the emergence of new old-age care models.The proposal of the new pension model of"combination of medical and elderly care"has received positive responses from all quarters.However,elderly care institutions have weak medical service capabilities,shortage of professional talents,low quality of medical care services,low utilization rate of community health service centers,imperfect policy rules,and unsound laws and regulations,and other issues are still facing great problems and difficulties in the development of the integrated medical care and elderly care model.Based on this,the article puts forward suggestions to build a multi-level"medical and elderly care"service system,build a multi-level professional training model,accelerate the construction of nursing personnel for the elderly,reform the medical insurance method,improve the nursing insurance system,and improve related laws and regulations,improve the efficiency of policy implementation to promote the rapid development of the"integrated medical care"pension model.
