摘要
居民参与是社区教育中一个非常重要的问题,但国内学术界对这一问题的研究非常薄弱,不但研究的总体数量极少,而且对于其中一些如社区教育中居民参与的内涵、参与的必要性,参与中的问题与对策等核心问题也极少研究。社区教育中的居民参与不但是指参与的广度,即社区居民参与社区学习的广泛程度,其更深刻的内涵是指参与的深度,即指社区居民作为与政府平等的参与主体,与政府部门管理者一起介入社区教育的各个环节,共同决策,共同管理,共同分担社区教育发展的责任,并共同享有社区教育发展的成果。居民参与社区教育是现代民主政治与教育民主、维护社区居民受教育权、现代社区治理,以及居民个人发展等方面的要求。在国际视野下,我国社区教育中的居民参与无论在参与的广度还是参与的深度上都与发达国家有着较大的差距,存在着诸多的问题。要促进社区教育中居民的参与,就要明确居民在社区教育中的主体地位及社区教育中居民与政府的关系,完善社区教育中居民参与的制度与法律保障,增强社区教育中居民参与的意识,采取切实措施促进居民对社区教育的深度参与。
Resident participation is an important issue in community education,but the study on it is quite feeble inChina.Not only is the number of those studies small,but the studies seldom ask about some core problems like theconnotation of resident participation in community education,the necessity of participation,the problems and solutions inparticipation and etc.Resident participation in community education does not only refer to the breadth of participation,namely the breadth of resident participation in community learning,but to the depth of participation;in other words,as theequal subject to the government,residents with government departments managers get themselves involved in variousparts of community education,make co-decisions,jointly manage,share responsibility for community educationdevelopment,and share the fruits of it.Resident participation is the requirement of modern democratic politics andeducation democracy,safeguarding community residents'right to education,modern community governance,residents'right to personal development and etc.From international vision,there is a big gap between China and developedcountries on the breadth and depth of resident participation in community education.There are still many problems withresident participation in community education in China.To promote resident participation in community education,it issupposed to identify the subjective role of residents and the relationship between residents and government in communityeducation,improve the laws and institutions on resident participation in community education and take measures toenhance residents'awareness of participation in community education.
