含大规模新能源集中外送型电网高频第三道防线配置方法 被引量:11

摘要 对于新能源富集的电力集中外送型电网,传统式高频第三道防线一是会切除大量火电机组,削弱电网电压和频率的控制能力;二是可能导致频率长时间悬浮在较高状态。对此,根据各类电源特点,同时兼顾事故后频率上升的紧急程度,提出了一种通过合理配置各类电源的频率定值和动作延时定值的高频第三道防线配置方法,即最高频段火电频率定值大于新能源和调峰型水电,较高频段火电动作延时定值大于新能源和调峰型水电,从而达到全高频段(频率大于50.5 Hz)优先切除新能源和调峰型水电,尽量保留火电的目的。所提方法可为其他新能源富集的外送型电网在加强第三道防线上提供重要参考。 For the power-integrated-exporting grid with rich renewable energy,traditional high frequency third defensive line will result in weakening of voltage control capability and frequency,and suspending for a long time.In this paper,a new configuration method based on source characteristics and frequency urgency is proposed,in which renewable energy and peak-shaving hydropower are tripped first and then thermal power is retained by reasonably allocating the frequency and time-delay of these power sources in all high frequency region.That is,the set frequency and time-delay value of thermal power is larger than that of renewable energy and peak regulation hydropower in the highest and higher frequency region respectively.The method proposed in this paper can provide important reference for other power-exporting grid with rich renewable energy.
