摘要
从政策目标的价值选择和政策的形式与实质合法性两个向度对师范生免费教育政策进行价值分析,为政策目标完整转化为政策结果,实现政策的有效性奠定理论基础。
This report analyses the free education policy for students in normal universities from two degree of likelihood,one is the value selection of the policy objective,the other is the legitimacy of policy content. This will be establishing a theoretical basis for the implementation and effectiveness of this policy.
