“双一流”政策实施后的公众反应、关注热点与反思——基于“知乎”论坛197条话题的数据分析 被引量:4

Public Reaction, Hot Issues and Introspection after the Implementation of the "Double World-class" Policy:Data Analysis Based on the 197 Main Topics at "Zhihu" Forum

摘要 "双一流"政策颁布与实施后受到了社会各界的广泛关注,公众通过各种公开网络平台就这一政策展开广泛的讨论。通过对"知乎"论坛与"双一流"政策相关的197条"父话题"进行数据分析发现,"双一流"政策制定过程中是否体现公众参与、资源配置是否公平合理、评价标准是否公开透明、政策是否与国家战略匹配等成为公众关注的热点问题。为了提升公众对"双一流"政策的认同与理解,提高政策的执行效率,在"双一流"政策的后续执行与调整过程中,应该科学适当地引导公众参与、加强"双一流"政策执行初期的宣传、提高"双一流"政策后续决策过程的透明度、重视"双一流"政策实施后的网络民意。 With the promulgation and implementation of the "Double World-class" policies, all sectors of society express their opinions, doubts and worries on open platforms. The conclusions from the 197 "Main topics" at "Zhihu" forum tells that whether the policy is fair and reasonable, whether the evaluation standard is published, whether it is conducive to the implementation of the national strategy are the most concerned topics of the public. In order to enhance the recognition and confidence of the public to the " Double World-class" policy and improve the efficiency of policy implementation, in the process of follow-up implementation and adjustment of the "Double World-class" policy, it is necessary to guide the public in a scientific and appropriate manner, to strengthen the publicity of the policy, to improve the transparency of the policy in the follow-up decision-making process, and pay attention to the network public opinion after the implementation of the policy.
