摘要
"双一流"建设是党和国家在新的历史时期对我国高等教育发展做出的战略部署。无论是大学自身加强"双一流"建设,还是国家推进"双一流"建设,都应避免走入唯指标化和去改革化的误区。我国大学需要把制度创新作为"双一流"建设的基点,通过制度体系和制度能力建设来提高学术全要素生产率,并且将"双一流"建设融入到整个国际高等教育格局中,在实施国际化战略的同时坚守本土化。
＂Double first- class＂construction is the party and the states＇ strategic deployment of higher education in the new historical period. Both the university itself and the state,should avoid misunderstanding of index oriented and dereform. The university needs to take institutional innovation as the base point of＂double firstclass＂construction,improve the academic total factor productivity by means of institutional system and institutional capacity building,and integrate＂double first- class＂construction with the whole international higher education structure,stick to localization during carrying out internationalization strategy.
