摘要
改革开放40年来,中国经济发展取得了巨大成就,但城乡发展不协调问题仍然存在,加强农村基础设施建设,促进农民共享改革成果,是中国经济发展的应有之义。在乡村振兴战略的背景下,基于对"三农"问题的关注,立足公共经济学视角,从供给、需求及执行层面深入剖析我国农村基础设施建设中存在的矛盾,并从资金筹集、规划布局、投资监管、支持保障等维度,就构建农村基础设施建设促进机制提出相应的对策建议。
Since the 40-year-reform and opening up,China’s economic development has made great achievement,but the problem for China’s urban and rural uncoordinated development still exists.It is the proper meaning of China’s economic development to strengthen the rural infrastructure construction,promote the farmers to share the fruits of reform.In the background of the strategy of rural rejuvenating,based on the attention to the issues of ＂agriculture,rural areas and farmers＂,from the perspective of public economics,from the perspective of supply,demand and implementation,this paper analyzes the existing contradictions in China’s rural infrastructure construction.The corresponding suggestions for constructing the promotion mechanism of rural infrastructure construction are given from the aspects of fund raising,planning layout,investment supervision and support guarantee.
