摘要
当前对国有企业来说,处置"僵尸企业"是重中之重。在界定"僵尸企业"认定标准的基础上,针对国有"僵尸企业"的现状,分析了其形成原因及社会危害性,着重探讨处置国有"僵尸企业"的有效措施,即既要激活政府"主导者"意识,加强银行监管,限制财政补贴,也要完善法律机制,优化国企管理体制,从而有效推进国企改革。
At present it is the most urgent to deal with state-owned Zombie Companies. On the basis of the defining standard of ＂Zombie Company＂, according to the current situation, the causes why state-owned zombie enterprises came into being as well as their great harm to the society were analyzed, and then focus was put on discussion on the effective measures to deal with state-owned Zombie Companies. These measures includes not only activating the government＇s dominant consciousness of strengthening banking supervision and limiting financial subsidies but also improving the legal mechanism and optimizing the administrative mechanism for state-owned enterprises in order to effectively promote the state-owned enterprise reform.
