摘要
孙子认为,"全胜"战略是国家通过积"形"任"势"、修道保法,增强实力;通过"伐谋""伐交""威加于敌""同舟共济"等手段运用实力,最终"不战而屈人之兵",达到"兵不顿而利可全"的目的。就中国和平崛起而言,能否崛起更多是内部政策问题,而崛起过程是否和平则更多是对外政策问题。从孙子"全胜"战略来看,中国要实现崛起,需要增强国家的软硬实力,并加强国家政治文明和制度创新;要使崛起过程和平,需要巧用外交谋略构建新型国际关系,以有效威慑力制止战争赢得和平,积极参与全球治理共建人类命运共同体。
Sun-Tzu thinks that the strategies of winning complete victory is to win total victory without wearing out troops by means of enhancing strength with plotting disposition and making momentum,and applying strength with diplomatic means and influences bearing on enemy and so on.The internal policy determines that China can rise or not,but the foreign policy determines the rising process peacefully or not.From the perspective of Sun-Tzu′s strategies of winning complete victory,the peaceful rise of China needs to enhance the hard and soft power,reinforce the national political civilization and institutional innovation,skillfully use the diplomatic strategies to establish new type of international relations,effectively apply deterrence to curb war,and actively participate in global governance to establish the human destiny community.
