摘要
目前,我国已在11个省市设立"自由贸易试验区",在我国自贸区建设发展实践中,呈现出政府主导治理模式、企业化治理模式和"政府+企业"复合式三类典型的治理模式。本文对我国11个自贸区的政府治理模式现状进行分析,根据我国自贸区政府治理模式的现状与分类情况,结合自贸区发展的国际经验,从制度变迁理论角度提出分地区和阶段建立市场取向的自贸区治理模式的创新发展对策,从而提升自贸区的治理绩效,推动我国自贸区科学发展。
At present, China has set up ＂Pilot Free Trade Zone＂ in 11 provinces or cities. In the practice, it shows three typical types of governance mode, including government-led, business-oriented and government-enterprise cooperation. This article analyzes the status of governance mode of 11 pilot free trade zones and puts forward innovation countermeasures in different regions and stages from the theory of institution according to the classification of governance mode and the experience of international FTZs. Only in this way, we can improve the governance performance and promote the scientific development of FTZs in China.
