摘要
精准扶贫是新时期为了解决深度贫困,实现全面建成小康社会目标而制定的一项科学、合理的扶贫战略。在"互联网+"时代,应不断创新"互联网+精准扶贫"路径,以提高扶贫成效、实现贫困人口脱贫。文章通过对我国扶贫工作成效及存在的问题的分析,找出当前精准扶贫需要突破的关键问题,并基于"互联网+"背景从扶贫对象精准识别、多方参与扶贫格局、扶贫对象动态管理、产业扶持机制、扶贫对象自我发展能力机制、扶贫保险制度和扶贫考核机制等方面来探讨创新精准扶贫的有效路径。
Precision poverty alleviation is a scientific and reasonable poverty alleviation strategy formulated in the new period in order to make a decisive battle with deep poverty and achieve the goal of building a well-off society in an all-round way. In the era of ＂Internet ＋ ＂,we should constantly innovate the ＂Internet ＋Precision Poverty Reduction＂path to increase the effectiveness of poverty alleviation and lift the poor out of poverty. Based on the analysis of the achievements and existing problems in the poverty alleviation work in Anhui Province,this paper points out the key problems that need to be broken through in the current precision poverty alleviation work. Based on the background of ＂Internet ＋ ＂,we will create effective ways to reduce poverty with precision from the aspects of precise target identification,multi-participation in the pattern of poverty,dynamic management of the target,industrial support mechanism,self-development capability mechanism of the target,pro-poor insurance system,and poverty assessment mechanism.
