Research on the Promotion of Financial Function for Housing Provident Fund:——Realistic Demand,Internal Logic and Conceptual Design

摘要住房公积金政策功能和金融功能是辩证统一关系,不能只注重政策性而忽视了金融性,也不能只追求金融性而偏离了政策性,需要在二者之间寻求平衡点。通过提升住房公积金金融功能,更好地实现资源优化配置,进而反哺其政策功能的发挥和提升。在深化供给侧结构性改革、推动经济高质量发展、建立房地产市场长效机制和实现全体人民住有所居的背景下,提升住房公积金政策性金融功能已成为时代需求、市场需求、民生需求、制度需求。内在逻辑在于有利于优化住房公积金制度设计、完善住房金融体系、构建"三位一体"的住房市场格局。应把建立政策性住宅金融机构作为住房公积金改革方向,健全资金供给机制、优化资金管理模式、改进资金使用方式、完善资金风控体系。 The policy function of housing provident fund and the financial function are dialectical and unified. We can- not only pay attention to the policy aspects and ignore the financial ones, nor can we just pursue financial function and deviate from the policy function. We should find a balance between the two sides. By improving the financial function of the housing provident fund, the optimal allocation of resources can be realized better, and then the policy function of the housing provi- dent fund can be brought into play and promoted. Under the guidance of deepening the supply-side structural reform, promo- ting high-quality economic development, establishing a long-term mechanism for the real estate market and realizing the hous- ing and housing policy finance function of all the people, it has become the demand of the times and the market to upgrade the policy-oriented financial function of the housing provident fund. It is also demanded from the point of view of people＇s livelihood and the institutional system. The internal logic is beneficial to optimize the design of housing provident fund system, perfect housing finance system, and construct a ＂three-in-one＂ housing market pattern. We should take the establishment of policy-oriented housing financial institutions as the reform direction of housing provident fund, perfect the mechanism of fund supply, optimize the mode of fund management, improve the way of using funds, and perfect the control system for capital risk.
