摘要
当前对住房公积金制度存废的新一轮大讨论,凸显住房公积金改革的迫切性。本文在系统性梳理住房公积金制度的历史沿革和发展脉络的基础上,从反思其制度的本质属性和功能定位出发,剖析其属性定位中出现的深层次问题,从政策目标、政策机理、政策工具等方面详细论证其制度二元目标——保障和互助的内生冲突与矛盾。本文认为,住房公积金制度改革必须从重塑其属性和目标入手。住房公积金制度重构应该立足于互助性,从建立公平高效可循环的专用性资金流动体系出发,提升运营专业性,突破资金跨区域流通的行政壁垒,不断增强制度活力、内在吸引力和抵御风险能力,稳步朝着建立互助性和保障性有机衔接的新型政策性住房金融体系转型。
Based on the background of new housing system reform in China and combing the historical evolution and development context of housing provident fund(HPF),this paper studies on the essence of problems in the Chinese housing provident fund system.The paper analyzes the deep-rooted problems from the perspective of its attribute and orientation,and demonstrates that the internal contradiction between two objectives designed for this system,public assistance and cooperative fund.The two objectives are essentially different in the aspects of policy objectives,policy mechanism,policy tools and will cause unavoidable conflicts if built in one system.The research find that the current HPF system is facing many problems and the gradual reform is blocked,and the fundamental problem lies in the ambiguity and distortion of its objective positioning.The paper proposes that the HPF system should be reshaped to highlight its function of mutual help,establish a fair and efficient capital flow system,and construct an interactive and affordable social housing finance system.Efforts should be made to improve the financial attributes of the HPF system,remove the administrative barriers to cross-boundary fund circulation,actively transform towards the establishment of policy-oriented housing financial institutions,and constantly enhance the vitality of the system and the resilience of the housing market.
