摘要
我国政务公开是一项典型的由基层探索发起,再由国家统一推广的制度创新。地方政府的政务公开实践起步于20世纪80年代,经过30多年的探索,已经取得了初步成效。根据新时期党中央、国务院对政务公开的新部署,地方政府政务公开体系建设应该处理好党务与政务、落实法律与制定政策、主动公开与依申请公开、信息公开和数据公开的关系,从树立全面公开思维、构建大公开格局、统筹公开平台、完善政务公开保障机制四个方面进行深化。
The openness of government affairs of our country is a typical system innovation initiated by grassroots exploration and promoted by the national unification.Local government affairs public practice started in the 1980s,after more than 30 years of exploration,initial results have been achieved.According to the new period of the CPC central committee and the state council for government affairs at the new deployment,local government administrative public system should deal with relations of the Party and government affairs,implementation of the law and policymaking,initiative openness and applying for publicity,information and data disclosure.It is necessary to ensure the reform of government affairs;set up the comprehensive public thinking,build large public setup,promote open platform,improve public security mechanism of the government affairs.
