摘要
目的随着医院科技实力的提升，受资助的财政资金逐渐增多，科研用试剂与耗材的种类与总量也同步增大，采购风险明显增高，因此如何提高经费使用效益，降低风险隐患是目前需要解决的问题。方法本文以首都医科大学附属北京妇产医院为例，总结2014—2016年3年科研用试剂耗材的使用情况，与信息化采购平台价格对比分析，探讨存在问题与风险。结果目前科研用试剂耗材采购管理模式下存在部分采购价格偏高的问题。结论针对性提出过渡时期风险防控措施与建议，有效降低采购成本，提高科研经费使用效益，降低采购风险隐患。
Objective Along with the fast increasing of scientific research capacity, more and more financial funding were available at hospital level, at the same time, the kinds and quantities of the reagents and consumables for scientific research uses are also increased. As a result, procurement risks become a gig concern in hospitals. Thus, how to increase the cost-effectiveness of their financial funds while lowering the risks and hidden troubles are the key issues need addressing urgently. Meth- ods This paper took Beijing Obstetrics and Gynecology Hospital, Capital Medical University as an example, summarized its service conditions of reagents and consumables for scientific research uses in past three years （2014-2016）, according to the comparison and analysis of their actual prices with the guiding prices on the same as indicated on the informational procurement platform, to discuss the ex isting issues and risks. Results Under the current procurement management system of reagents and consumables for scientific research uses, the purchasing price for some items are relatively high. Con- clusions This paper specifically proposed some measures and advices on risk prevention and control during the period of transition with the intention to reduce the purchasing cost, increasing the costeffectiveness of the financial funds, and lowering the risks and hidden troubles in procurements.
