摘要
卫生行政处罚工作考核评价体系由年人均行政处罚案件数量、行政处罚工作质量、持证监督员人数,以及行政处罚效能指数等多个层次的评价指标和评价方法构成,其顶层评价指标主要围绕行政处罚效能指数按照横向排名的方法进行设计。自2014年,天津市开始实践将地方行政处罚效能指数纳入对卫生计生监督机构的绩效评估体系中,这一做法对规范卫生行政执法行为,推进卫生计生监督依法行政工作发挥着正面导向作用。
Performance evaluation system of health administrative penalty work is composed of multilevel evaluation methods and indexes, including quantity of health administrative penalty, quality of health administrative penalty, total number of health inspectors, and administrative penalty efficiency index, which is the top-level evaluation index in the system. Since 2014, administrative penalty efficiency index, as a part of performance evaluation system in health inspection bureaus, has been applied in practice and played an important positive role in promoting law-based administration in the area of health inspection in Tianjin.
