摘要
该文旨在构建适用于教育信息化项目的风险评估指标体系,用于项目相关人员在项目实施的各项进程中识别和判断风险,并不断采取相应措施减少风险的发生概率,降低风险的影响程度。该文通过对国内外项目相关文献的梳理、具体教育信息化项目的调研、专家论证等方式,形成并确定教育信息化项目风险评估指标体系,并依据层次分析法的相关原理,设计相应问卷,对各指标权重进行计算,依据教育信息化项目的特点,建立了4个一级指标(分别为主体风险、客体风险、技术风险、政策法规)、11个二级指标和29个三级指标,并计算出相应的指标权重。该文初步建立的风险评估指标体系,能够在项目实施的各个阶段趋利避害,实现项目利益的最大化,减少不必要的损失。
Objective: Construct a risk assessment index system suitable for educational informatization project, to identify and judge the risk of project stakeholders in the process of project implementation, and to take corresponding measures to reduce the probability of occurrence of risk and the impact of risk; (2) Method: Through much literature review at home and abroad, the research and evaluation of specific educational informatization projects, expert argumentation and so on, form the risk assessment index system of educational informatization project. According to the relevant principle of analytic hierarchy process, design corresponding questionnaires used to calculate the weight of each index. (3) Results: Based on the characteristics of education informatization project, four first-level indicators (main risk, object risk, technical risk, policy and regulations), 11 secondary indicators and 29 third- level indicators were established and calculated the corresponding index weight. (4) Conclusion: Establish a risk assessment index system to avoid disadvantages in the implementation of various stages of the project, to reduce unnecessary losses and maximize the benefits of the project.
