摘要
科学制定生活污水处理价格是建立水污染治理长效机制的基础,准确判断污水处理的成本变化规律是污水定价的依据。本文借助成本理论和面板数据模型,讨论了污水处理成本与定价的关系,并以江西省为例,分析了城镇污水处理运行成本变化的拐点及最优生产规模。结果表明各地区统一的污水处理最低收费定价办法没有起到"奖勤罚懒"的效果。尽管大部分城镇的污水处理项目处于规模报酬递增阶段,但企业不愿以数量换效益。这导致大多数地区污水处理未达到资源配置的帕累托最优状态。监管部门应加强成本监审和体制机制创新,结合污水处理企业所处的规模经济阶段,综合做出"降成本、稳价格和提效率"的数量、价格和质量规制。
Water pollution control in Jiangxi province is very important to guarantee water security in the Yangtze River Delta and the Pearl River Delta. Scientific pricing is the foundation of establishing a long-term mechanism of water pollution control, and the accurate judgment of the law of the sewage treatment cost variation is the basis for the sewage pricing. This paper discussed the relationship among the scale, cost and price by using cost theory and panel data model. It also studied the inflection point of the operating cost of urban sewage treatment and the optimal production scale in Jiangxi province. Results showed that the lowest pricing strategy of sewage treatment didn＇t play a good effect to award the diligent and punish the lazy. Although most of the urban sewage treatment projects are in the scale of increasing returns stage, but companies do not want to change the benefits by quantity. This resulted in failure to achieve the Pareto optimal state in resource allocation of waste water treatment in most areas. Supervision departments should strengthen the cost supervision and the mechanism innovation. Taking into account the stage of sewage treatment enterprises, the paper makes comprehensive strategy on cost reduction, price stability and efficiency increasing.
