摘要
为探究目前污水处理费覆盖污水处理成本的情况,选取中国333个城镇污水处理厂样本为研究对象,构建污水处理运营全成本模型和利润率函数,考虑长江经济带及其以外地区的差异性,对城镇污水处理厂进行全成本核算,并与污水处理收费标准进行比较。结果表明,长江经济带地区的污水处理运营全成本(0.85~1.98元/m^(3))明显总体高于长江经济带以外地区(0.86~1.55元/m^(3)),多数地方污水处理收费标准只能涵盖污水处理厂的部分运行成本,远不足以支付城镇污水处理运行成本及污泥处理处置成本。在此基础上设计了一套长江经济带及其以外地区基于污水处理运营全成本的污水处理收费标准,并提出政策建议。
In order to explore the current status of sewage treatment cost covered by sewage treatment charge,333 municipal sewage treatment plants were selected as the research object to construct the sewage treatment total cost model and profit rate function.Taking into account the differences between the Yangtze River Economic Belt and outside areas,the total cost of municipal sewage treatment plants was calculated and compared with the sewage treatment charge standard.Results showed that the total cost of sewage treatment in the Yangtze River Economic Belt(0.85-1.98 yuan/m^(3))was significantly higher than that in areas outside the Yangtze River Economic Belt(0.86-1.55 yuan/m^(3)).The standard of sewage treatment charge in most places only covered the partial cost of sewage treatment,which was far insufficient to cover the total cost of sewage treatment and sludge treatment.Based on this research,a set of total cost-based sewage treatment charging standard was designed for the Yangtze River Economic Belt and outside areas,and policy recommendations were put forward.
