摘要
以政府为主导的驻村帮扶工作机制和量化考核工作方式构成了当前精准扶贫工作顺利推进的主要工作策略,而这种以政府投入为主、政府自上而下依托行政压力体制、采取减贫目标责任考核的单向度扶贫方式容易造成贫困村和贫困人员对于外部力量的依赖性。本文在分析驻村帮扶、量化考核这两种工作方式的行动逻辑基础之上,讨论了精准扶贫过程中农户参与不足和能力有限的表现及原因,同时探究了如何在外源式扶持的背景下,培养贫困户自身内部动力机制,倡导创造贫困户参与精准扶贫的环境与空间,提升贫困户自身脱贫的能力与素质,打通农户内力,在内外合力帮助的前提下顺利完成精准扶贫的脱贫目标。
Work strategy such as living in the village to help poor families and quantitative assessment led by government are the main operate modes for targeted poverty alleviation. However, as the strategies are investment and assessment by government, using ad- ministrative pressure and target responsibility examination, will make the poor village and poor people rely on external force inevitably. This paper discuss the performance and reasons of insufficient farmers＂ participation and limited ability in the process of poverty alleviation on the basis of analyzing the logic of the two ways of helping and quantifying the work in the poor village. And the main issue of this paper is that we should advocate the creation of the environment and space for poor families to participate in precise poverty alleviation, and promote the ability and quality of the poor families to lift themselves out of poverty.
