摘要
在梳理我国城市防洪排涝设施发展和管理现状的基础上,分析了防洪排涝工作存在的主要问题及原因,提出要促进城市防洪排涝工作与城市建设管理之间更好地互动和协调,并从加大排水系统升级改造、划定洪水调蓄空间控制红线、加强对雨洪控制和利用强制性要求、完善海绵城市建设相关技术标准、健全防洪排涝应急管理等方面提出相应的对策和建议。
Main challenges faced by flood control and drainage in cities of China has been evaluated by reviewing structures and current condition of facility operation and management. It is found that interaction and coordination between flood control and drainage system with city construction and management is essential. Suggestions are made to enhance capacity of flood defense and emergency treatment, from modernizing and rehabilitating drainage system, to drawing a redline for giving space to flood storage and retention, and strengthening the mandatory requirements for the control and utilization of rainstorm water, and improving the related technical standards of sponge city construction.
