摘要
[目的/意义]为中国企业智库建设提供战略定位的思维框架,有助于现有的中国企业智库进行战略调整与再定位,有助于正在创办企业智库的中国企业进行战略方案设计。[方法/过程]本文采用案例分析方法,对中外企业智库的战略定位进行梳理分析;归纳总结出企业智库战略定位的思维框架。[结果/结论]企业智库战略定位的三要素是:(1)目标服务对象,可分为创办企业及相关企业、媒体与社会大众、政府决策部门和国际组织;(2)主要功能,可分为决策支持、产业创新、咨政建言和公共外交;(3)研究领域,可从主题、时间与空间3个维度进行描述。这3个问题及其答案构成战略定位矩阵。基于战略定位矩阵可以归纳、提炼出企业智库的价值主张,或者依据价值主张设计出战略定位矩阵。
[Purpose/significance] This paper provides a strategic positioning framework for Chinese enterprise think tank construction, contributes to strategic adjustment and reorientation of the existing Chinese enterprise think tanks, and helps Chinese enterprises which set up enterprise think tanks designing strategic plans.[Method/process] This paper combed and analyzed the strategic positioning of Chinese and foreign enterprise think tanks by the case analysis method, and summarized the strategic positioning framework of enterprise think tanks. [Result/conclusion] The three elements of strategic positioning of enterprise think tanks are as follow. First, the service target can be divided into enterprises which set up the think tank and its related enterprises, the media and the public, government decision-making departments and international organizations. Second, the main function includes decision support, industry innovation, political consultation and suggestion, and public diplomacy. Third, the research area can be described from three dimensions: theme, time and space. Three questions and answers mentioned above constitute the strategic positioning matrix. Based on the strategic positioning matrix, we can summarize and refine the value proposition of enterprise think tanks, or design the strategic positioning matrix according to the value proposition.
