摘要
我国由事业单位性质的评估机构实施的高等教育评估属于政府授权评估模式。与授权评估模式相比,由政府委托社会中介机构开展高等教育评估的委托评估模式具有评估机构独立性、评估行为社会性、评估运行市场化等特点,更有利于实现管评分离,促进评估专业化、规范化,保证评估公平公正,提高评估质量。因此,我国应积极推进政府职能转变,着力完善高等教育评估市场,加快推动政府评估高等教育的模式从授权评估向委托评估转型。
Implemented by evaluation institution with the nature of public institution, the tertiary education evaluation is actually a kind of government - authorized evaluation. Compared with the government - authorized evaluation, the government - commissioned evaluation, which is conducted by the social intermediary organizations, is featured with independence of evaluation institution, sociality of evaluation behaviors and marketability of evaluation institution and so on. And it is more conducive to separate the management with the evaluation and promote the specialization and standardization of evaluation so as to ensure the equitable evaluation and improve the quality of evaluation. Therefore, China should promote the transformation of government functions actively, and improve the market of higher education evaluation in order to promote the transformation of higher education evaluation from authorized evaluation model to government commissioned evaluation model.
