摘要 面对劳动关系的多元化、复杂化,以及日趋完备的劳动法律法规,我国的劳动保障监察,无论在监察理念、制度建设,还是执行能力方面都面临着巨大的挑战。缺编制、缺经费、缺支持、缺手段等问题,严重制约了劳动保障监察作用的有效发挥。应提高立法位阶,并通过重构劳动保障监察领导体制、合理界定劳动保障监察范围、适度赋予劳动保障监察机构强制手段和措施、加强劳动保障监察队伍建设、落实经费财政保障制度等措施,完善我国劳动保障监察制度。 In face of the diversification and complication of labor relations, with the labor laws and regulations are gradually perfected, the labor security supervision of our country is faced with great challenges. Some problems, such as lack of preparation, funds, support and methods, are severely restricting the effective role in the labor security supervision and inspection. In order to perfect the system of labor security supervision in our country, we should improve legislation position, refacting the leading system, reasonably defining the scope of labor security supervision, moderately giving compulsory means and measures to the labor security supervision institutions, strengthening the construction of labor security supervision team, and carrying out the money measures.
