摘要
近年的司法实践表明,公安机关注重家暴案件的处理流程及结果并未能有效控制家暴案件的发生。家暴防治应当坚持预防为主、关注受害人感受、教育与惩戒并行的原则。公安机关要以三级预防为基础,建立从个人到社区、从立法到执法、从群众到政府的家庭暴力防控系统,并构建以受害人权益为导向的家暴案件处理程序。
Abstract： In recent years, judicial practice has showed police agencies＇ procedures to handle domestic violence has failed to control the incidence rate of such cases. These principles should be stuck to： the prevention of domestic violence should be regarded as a priority, attention should be paid to what victims feel and, education and punishment should go in parallel. Police agencies should rely on three- level prevention mechanism involving individuals, government.
