摘要
国家社会科学基金项目是中国最高级别的社科类研究项目,其中年度项目是主体部分,申报和立项数最多、覆盖面最广、资助金额最大,学界关注度最高。高校是社科研究的主力军,立项年度项目的多少和项目研究质量,体现了研究水平和实力。分析"十二五"期间高校系统的立项情况,发现高校社科发展的一些现状和规律。(1)东部立项多、中西部立项少,东部地区省均立项数是中部地区的近1.5倍,是西部地区的近3倍。同比增幅最大的是立项数相对偏少的中西部地区,重点高校多的地区立项数多。(2)部属高校实力雄厚,地方高校潜力较大。(3)高校部分学科实力相对较强。高校在体育学、外国文学、统计学、语言学、中国文学、世界历史、法学、新闻传播学等8个学科立项占比高,相对其他系统实力强;在党史党建、考古学、国际问题、人口学、宗教学、政治学等6个学科立项占比低,实力相对较弱。相对其他系统,高校在重点项目和青年项目的立项比例偏低。(4)行业类高校和综合性大学各有优势。经济、管理、法学、中国文学、语言学、民族学、体育等7个学科排名前三都为行业类高校,其他学科排名前三的基本上是综合性大学。有30所部属高校的57个学科进入前三名,有16所地方高校的20个学科进入前三名。通过研究分析,提出以下建议:第一,高校要以实施《中国特色新型高校智库建设推进计划》为契机,以年度项目为抓手,提高项目质量,多出高质量成果,培养优秀人才,打造新型高校智库品牌。第二,国家社科基金继续加大对西部项目的投入力度,推动中西部地区高校的整体提升,服务当地经济社会发展。第三,项目立项的覆盖面扩大,本科高校占有绝对优势,专科院校实力有待提升。地方高校有一定进步,但与部属高校还有较大的差距。采取有效措施,进一步提升这些�
The National Social Sciences Foundation Project is the top research project about social sciences in China.Its main part,annual project,accounts for the most parts in application and approval,the most funded capital,the widest coverage and the most attention paid by academic circles.Colleges and universities are the main force of social sciences research.Their annual project number and project research quality show their research level and strength.Researches on the project situation of colleges and universities during the twelfth five-year plan will help to know the present development situation and pattern of social sciences.I.Result and analysis1.Eastern colleges and universities have more projects than middle and western colleges and universities During the twelfth five-year plan,colleges and universities have applied for 113,922 projects,accounting for 86.33% of the total number of application.15212 projects have been approved,accounting for 86.44% of the total number of approval.Among the approved projects,eastern colleges and universities account for 51.99%,while central colleges and universities 27.60% and western colleges and universities 20.41%.The average provincial project number of eastern colleges and universities is nearly 1.5times of that of central colleges and universities and 3times of western colleges and universities.The colleges and universities in central and western China have fewer projects relatively but the growth rate is the highest.Beijing,Shanghai,Jiangsu and Hubei are the top four provinces in projects approval(more than 1,000projects).This shows the region having more key colleges and universities has more projects.2.Colleges and universities administrated by the Ministry of Education have strong strength,while colleges and universities administrated by local government have enormous potential There are 716 colleges and universities having projects approved,among which 684 universities have 15,177 projects,and 32 junior colleges have 35projects(accounting for 0.23%).Among the newly
