摘要
为破解高等教育发展不平衡不充分的难题,2018年,中国出现了中央部属高校、地方省属高校之外的第三类高校——部省合建高校。这既符合历史变迁、区域协调、以人为本、自身跨越的时代应然逻辑,对入选高校又意味着难得的历史性机遇和严峻的现实挑战。面对发展水平普遍低于"双一流"建设大学的压力,基于协同理论分析发现,部省合建高校的发展在系统与环境协同、系统内各要素协同两个方面存在实然困境,迫切需要通过强化部省协同、校地协同、校际协同、院处协同、制度协同、科教协同来优化环境、增强动力,推进治理体系和治理能力现代化,进而高效率推动内涵式发展。
Absrtact:In order to solve the problem of unbalanced and inadequate development of higher education,a third type of universities,namely the Ministry-province Co-constructed Universities(MPCCU)appeared in China in addition to the central and provincial universities in 2018.This is not only rational with the logic of historical change,regional coordination,people-oriented and self-development,but also a historical opportunity and a challenges for the MPCCU.Because the development level is generally lower than the"double first-class"universities,the high-quality development of MPCCU has a real dilemma in the two aspects of the system and environmental collaboration from the perspective of synergetics.It is urgent to optimize the ministry-province collaboration,university-local collaboration,inter-university collaboration,school-department collaboration,and research-teaching collaboration for MPCCU to optimize the environment,increase motivation,promote the modernization of the system and capacity for governance,and promote the efficiency of development.
