摘要
地方高校作为高校体系中的"底层"部分,其职称制度改革陷入路径依赖的困境。在政府放权和治理结构的变革过程中,地方高校场域中形成了多种权力形态。在多元权力的协调和博弈中,既定优势的权力仍维持着优势地位,致使学术权力在制度决策中的主体作用没有实质性提升,作为评价客体的普通教师在制度的制定和运行中话语权不足,处于被解释和被规定的地位,这不仅延滞了聘任制改革的推进,对处于学术职业"金字塔"中低层的青年教师也产生了不利影响。
As the "bottom" part of universities system, local universities have got into path dependence in professional title system reform. In the process of government decentralization and governance structure changes, a variety of power patterns have been formed in local universities. While in the procedure of power coordination and pluralism, the established advantages remain the dominant position, which has caused that the academic power has no substantial improvement in decision-making system. The ordinary faculties as the evaluation object have not enough discourse power, and are interpreted in a prescribed position,which not only delays the advance of appointment system reform, but also has a negative impact on the young faculties in the lower level of academic profession "pyramid".
