摘要
自新中国成立以来,高校教师职称评审制度经历了不同变迁阶段。从教师职称评审制度形成的基本出发点进行分析发现,我国受到高等教育管理体制的中央集权、政府以行政手段配置教育资源、大学自主办学的文化传统缺失以及政治行动者的初始行为选择的影响,建立了以行政为主导的教师职称评审制度。学习效应、协同效应、适应性预期及高额建设成本对行政导向初始禀赋选择的强化,使高校教师职称评审制度表现出强烈的路径依赖。高校教师职称评审制度创新突破必须抓住制度变革的决策关键点,做好教师职称评审权力下放工作,促进高校教师职称评审的市场化和均衡化。
Since the founding of New China,the evaluation system of teachers' professional titles in universities has undergone different stages.Based on the analysis of the basic starting point for the formation of the evaluation system of teachers’ professional titles,the evaluation system of teachers' professional titles in China has been established through administrative-oriented system under centralized higher education management system wherein government allocates educational resources by administrative means,and universes’ lack in cultural traditions of selfsponsorship.Teachers’ professional title evaluation system shows strong path-dependence because of the learning effect,collaborative effect,adaptive expectation and high productive desires on the choice of administrative-oriented talent.Innovative development of the University teachers' professional titles evaluation system must grasp the key decision-making points,suffi cient decentralize the teachers’ title assessment authority,and promote the marketization and equalization of the evaluation of professional titles of university teachers.
