摘要
以河南省2009—2012年财政统计数据为依据,运用均值、标准差、极差、变异系数等工具,分析了义务教育财政投入在地市间与县域间的总体均衡水平。通过对这些财政数据的多维度分析发现,义务教育财政在县域间存在着严重的不均衡问题,不仅县域间的差距大于地市间的差距,而且这种不均衡有加剧趋势,已经达标的基本均衡县在一定程度上存在着低水平均衡状态。究其原因,主要是义务教育财政资源总体供给不充足,投资体制的路径依赖过重,投资主体过低等。据此,提出提高义务教育投资比例,扩大义务教育财政供给总量;倚重生均经费标准,打破义务教育财政拨款惯性;完善省市财政转移制度,提高义务教育投资重心等政策建议。为推动义务教育财政均衡,进而推动县域义务教育均衡发展提供参考。
The analysis of compulsory education investment among cities and among counties is based on the financial statistics of Henan province during 2009-2012 fiscal years by using tools such as the application of mean value, standard deviation, range, variation coefficient and so forth. Through multidimensional analysis on these financial data, it is found that the compulsory education in- vestment is seriously imbalaneed among counties. Moreover, the imbalance among counties is greater than the imbalance among cities and there is an intensifying trend in it. At the same time, low-level balance exists in the basically balanced counties that have reached the standard. It is largely attributable to general insufficient supply of the financial resources for compulsory education, heavy reliance on the investment regime, low investment subject, etc. Hereby, this paper suggests : increase the proportion of investment in compulso- ry education and extend education financial supply; rely on increasing students' average budget standards and break the habit of education financial allocation; improve the system of provincial and municipal fiscal transfer and shift the investment focus to the compulsory education, etc. Through this paper, we expect to provide reference for promoting the balance of compulsory education and impelling the county level balanced development in compulsory education as well.
