摘要
区域生态与经济协调发展是可持续发展的本质要求,但由于生态产品的产权模糊和外部性等问题,使得区域协调发展陷入困境。通过构建两类地区、两类产品的区域分工与合作模型,运用区域分工、比较优势和外部性等理论分析区域发展失衡的原因发现,构建区域间生态补偿机制是解决区域协调发展失衡和充分发挥生态产品正外部性的唯一办法。为实现区域生态与经济协调发展,根据生态补偿的利益相关者理论,构建纵横交错的网络型生态补偿体系,并从政府环保信息公开制度、公众参与积极性、政府NGO以及环保教育四个方面提出政策建议,为推进我国生态补偿机制建设提供理论依据。
The regional coordinated development of ecology and economy is the essence of the scientific development and the requirement of sustainable development,but the problems of the fuzzy property and externality of ecological product make the region coordinated development be into predicament.The paper structures the regional division model consist of two regions,two kinds of products,to explaining the reasons for the imbalance in regional development from the perspective of the regional division comparative advantage and externality theory,and deem that the construction of inter regional ecological compensation mechanism is the only method to solve the imbalance problem of regional development.Then the paper proposed to build a criss-crossed network type ecological compensation approach according to the stakeholder theory,in order to consolidate and promote the construction of ecological compensation mechanism in china.Finally,the paper put forward policy suggestions from four aspects as the government environmental information disclosure system,public participation in government,NGO and environmental education.
