摘要
高校作为封闭场域为规训技术的运用提供了空间。规训技术的有效运用得益于行政权力的天然权威,与压迫的、通过暴力和肉体惩罚实现的前现代权力迥异,高校行政权力规训技术的运用是非压迫的、温和持续的、毛细血管状的,具有生产性、网络化、隐匿性的特征。它使用层级监视、规范化裁决和检查等技术手段,从时间和空间双重维度强化对教师身体的控制。以学术沙龙的举办为案例,教师表现出批判、调整或投机3种抗拒形态,致使政策目标难以达成,治理实效性低下。为避免规训技术的滥用,行政部门应当顾及学术组织的松散连接特性,不宜推行整齐划一的政策目标,必须科学地划定权力之间的边界,决策前、决策中和决策后应分别采用参与型、协商型和监督型的共同治理方式,做好共同治理的制度安排。
As the closed fields,the colleges and universities provide the space for the application of the regulation technology. The effective application of the regulation technology is beneficial from the natural authoritative of administrative power,quite different from the oppressive pre- modern power reached by the violence and penalty. The operation of regulation technology for administrative power in colleges and universities is non- oppressive,tender and constant,capillaries form,with the characteristics of productivity,internationalization,hidden form. Through the hierarchical observation,normalizing judgment and examination and etc.,the administrative power takes control of teacher 's body from space- time dimensions. Taking academic salon for example,teachers perform three kinds of resistance types. They either criticize,adjust or perform as a speculator. The policy goal is difficult to be achieved and the governance efficiency is also not high. Therefore,in order to avoid abuse of discipline technology,the administrative departments should care for the loose connection of the scholarship organization. It is improper to make the unified policies and purposes,and a boundary should be drawn between powers,and implement co-governance should be adopted before,while and after the policy decision in the form of participation mode,dialogue and negotiation,and supervision model,in order to do well in the system arrangement of co-governance.
