摘要
随着社会的进步,保障人权的理念越来越深入人心,残疾人就业是民生问题,也是残疾人人权保障的重要内容。经过几十年的努力,我国残疾人就业工作持续改善,残疾人就业保障制度体系逐步完善、残疾人就业水平有较大提升、服务机构工作能力有所提升。但从人权保障视角来看,残疾人就业还有诸多需要改善的地方,现行法律法规不健全、政府职能部门服务水平低下、残疾人就业能力不足、社会环境不好等都在一定程度上妨碍了残疾人就业权利的实现,不利于残疾人的人权保障。应该从加强制度建设、切实保障残疾人就业权,改进工作机制、提高残疾人就业水平,加强残疾人康保、增强其就业自主意识和营造更好社会氛围,促进残疾人就业等四个方面入手,保障残疾人人权,推动社会进步。
With the progress of society, the concept of protection of human rights is more and more popular, the employment of people with disabilities is not only the people's livelihood issues, but also the important content of human rights protection of the disabled. After decades of efforts, the employment of the disabled people in China continues to improve, the disabled employment security system and gradually improve the system and standard of employment of persons with disabilities have greatly improved, service ability has improved, is worthy of recognition. But from the point of view of protection of human rights, the employment of the disabled has yet to be a lot of areas need to improve, current laws and regulations are not perfect, government functional departments and low, lack of ability in the employment of the disabled, social environment is not good hinder the realization of the employment rights of the disabled, is not conducive to the protection of human rights of the disabled. We should strengthen system construction, and effectively protect the employment right of the disabled, improve the working mechanism, raise the level of employment of the disabled people, people with disabilities to strengthen health insurance, enhance the self employment awareness and create a better social atmosphere, promote the employment of the disabled and so on, further promote the employment of disabled persons and to protect the human rights of persons with disabilities, to promote social progress.
