摘要
城市教育承载力是指在特定时间内,在一定的教育标准下,某城市辖区的教育容量和教育资源所能承载的学龄人口数量,它具有容量的可伸缩性、变化的动态性、矛盾的长期性、区域的差异性等特征。当前,我国不同级别的城市都普遍存在着义务教育承载力不足的问题。城市义务教育承载力不足,是由城市人口的迅速增加、城乡教育资源不均衡、政府部门缺乏科学预测与应对措施等原因造成的。为了解决城市义务教育承载力普遍不足这一问题,需要采取"疏堵结合,以疏为主"的策略,在合理控制城市人口扩张的基础上,通过扩充教育资源,增加学位;促进城乡教育均衡发展,抑制择校;科学预测,合理规划等方式来解决城市义务教育承载力不足的困境。
City education carrying capacity refers to the number of school-age population which can be carried by the education resources in city districts,in specific time and education standards. It has the characteristics of flexibility,dynamic,persistence,regional differences and so on. At present,compulsory education carrying capacity in China city is insufficient. This is caused by the rapid increase in the population of the city,education resources in urban and rural areas are not balanced,government departments lack of scientific prediction and measures etc. In order to solve this problem,we need to take some strategies,for example,the reasonable control of the city population,the expansion of educational resources,the more balanced development of urban and rural education,scientific prediction,reasonable planning etc.
