摘要
我国社会正在从一般温饱型向全面发展型转变,广大人民群众的精神文化需求发生了深刻变化,对此,需要全面建设公共文化服务体系。本文在政府公共文化服务体系内涵的基础上,建立了其绩效评价指标体系,分析了公共文化服务体系各项评价指标的基本要求,以促使各级政府发现差距、明辨方向,更好地实现公民的文化权利。
It is a profound alternation of culture with the changes of social development. Therefore, we should construct Common Culture Service System fully. In this article, on deeply holding the meaning of Government Common Culture Service System, we establish a Performance Evaluating of Government Common Culture Service System, analyze the basic require of every index of Government Common Culture Service System. Thus, it can impel governments of all levels to find differences, clearly distinguish direction, and realize civil culture rights.
