摘要
2014—2015年,在甘肃省疏勒河流域采用调查分析和座谈走访方式,对甘肃省疏勒河干流区农业用水水权确权分配方案进行了研究。分析了农业用水权确权方案的基础条件和制约因素,明确了基本规定,提出了基于用水总量控制,结合土地合法承包面积和农业用水定额进行确权的方案,为疏勒河水权制度建设奠定了基础。
In 2014-2015, studies on affirmation of irrigation water right were conducted in mainstream area of Shule River in Gansu Province by means of survey, interview and holding discussion. Basic conditions and constrain factors for affirmation of irrigation water right have been evaluated. Options for water right affirmation are proposed based on cap of total water use, land contracting and water quota for agriculture, which shall be helpful for laying a foundation for establishment of water right system in Shule River Basin.
