摘要
结合松辽流域水资源综合规划工作,通过对流域水资源量及对应水权的结构划分,构建了松辽流域水权 体系框架。对松辽流域初始水权分配的实现途径和监管手段进行了探讨,以期用清晰的思路来完成松辽 流域的初始水权分配工作。
The authors propose framework for water right system in the Songliao River Basin, considering water resources planning and programming of the basin and water rights structural division of water resources. The article explore means of realizing original water right distribution in the Songliao River Basin and how to supervise, so as to accomplish water right distribution in the Songliao Basin with a clear thought.
