摘要
依托武汉市沉湖湿地水权交易试点研究项目,开展了沉湖湿地初始水权分配研究。基于研究区的历史、现状条件,构建了初始水权分配指标体系,并采用层次分析法的幂法对构造的判断矩阵进行了分析计算,得出了较为合理的综合分配权重。并尝试对沉湖湿地的保护区管理局、消泗乡农村集体组织、芦苇管理总站、船沟林场、溜子湖渔场和沉湖渔场各用水单位进行了分配,得出保护区管理局分配水量最高,消泗乡农村集体组织其次,结果较为合理。研究成果对探索适合武汉市及南方丰水城市的初始水权分配方法,完善建立水权制度,推进水生态文明的建设具有重要意义。
Based on the pilot research project of water rights trading in the Chenhu Wetland in Wuhan,the paper carried out the research on the distribution of water rights in the Chenhu Wetland.Based on the historical and current conditions of the research area,the initial water right allocation index system is constructed,and the structure of the judgment matrix is analyzed and calculated by Hierarchy Analytic Process.And try to the Chenhu Wetland Protected Area Administration,the rural collective organization of the village of The Xiaosi,the reed management station,the Chuangou forest farm,the Liuzihu fishery and the Chenhu Wetland fishery of the water units were allocated,it is concluded that the protected area authority has the highest allocation of water,the rural collective organization of the rural area of the village of The Yuan,the results are more reasonable.The research results are of great significance to explore the initial water rights distribution method suitable for Wuhan City and the southern water-rich cities,improve the establishment of water rights system and promote the construction of water ecological civilization.
