摘要
我国流域大部分具有跨行政区特征,往往行政边界行政区会成为跨界水资源冲突比较集中的地区。文章选取漳河上游流域三省22县作为跨界水资源冲突的研究空间,采用Barro回归方程及重力模型,引入距离、边界等控制变量,构建了跨界水资源冲突的边界效应测度模型,对漳河流域水资源的边界效应结构及演变趋势进行测度,尝试回答行政边界对跨界水资源冲突的影响程度。结果表明:(1)漳河流域省内间边界效应有趋同特征,而跨省边界的存在明显的边界效应;(2)在晋与冀、晋与豫方程中,边界(Boundary)回归系数均通过显著性检验(1%)且为正值,说明晋与冀、晋与豫的省际边界对水资源冲突改善有一定的阻碍作用,表明现阶段漳河流域矛盾集中在上下游间;(3)晋与冀边界系数(1.792)大于晋与豫间(0.61),说明晋与冀边界效应要大于晋与豫的边界效应,表明漳河矛盾焦点更多集中在晋与冀之间;(4)晋与冀、晋与豫边界系数a2分别从2004~2008年的0.103、0.271上升到2008~2011年的0.128和0.387,表明漳河流域跨界水资源冲突的边界效应影响呈扩大趋势。最后,提出缓解漳河流域跨界水资源冲突边界效应的对策建议,促进漳河流域统一管理。
There are administrative border regions in China's most basins, which always become the focused areas where the conflicts of transboundary water often happen. Taking 22 counties in the upstream of Zhanghe basin as the spatial samples, Barro regression and gravity model are introduced. After measuring border effect structure and evolution of transboundary water, the further explanation about the impact of administrative border on conflicts of transboundary water is put forward. The results show that: There is convergence among provincial regions, but remarkable border effect among cross-provincial regions. The contradiction in Zhanghe basin is focused between the upstream and downstream, especially between Shanxi and Hebei. Furthermore, the border effect on transboundary water in Zhanghe basin has a trend of enlargement. Finally, some policies and suggestions are put forward.
