电网暂态稳定控制策略防误判据及实证 被引量:3

摘要 目前送端电网有大量电磁环网,普遍存在暂态稳定问题和稳定控制系统拒动误动风险,对稳定控制策略的主判据与防误判据适应性要求随之增高。根据典型电网结构及其稳定分析结论,结合控制代价、控制风险等因素,提出三种典型暂态稳定控制策略防误判据。第一类暂稳策略防误判据为:无须接入保护信号或者开关位置信号,以纯功率转移量为防误判据;第二类暂稳策略防误判据为:接入开关位置信号,以合闸位置继电器变位为防误判据,且结合拒动、误动风险评估确定采用单相或两相或三相合闸位置继电器信号;第三类暂稳策略防误判据为:接入开关位置信号和保护信号,以保护信息与开关变位信息为防误判据。某省级实际电网中三种典型的案例证明,所提的防误判据具有较强的适应性和可靠性。 As there are plenty of electromagnetic loops in sending part of the power system, the transient stability problem and the risk of equipment resist-operation or maloperation give much higher requirement to the adaptability of main criterion and anti-maloperation criterion of system-stability control strategies. Based on the typical structure and stability analysis conclusions of power grids, consider- ing the control cost, control risk and other factors, this paper proposes three kinds of anti-maloperation criterion for transient stability strategy. For the first kind, the quantity of transmitting pure power is taken as the anti-maloperation criterion, and both the protection signal and the switch position signal are neglected. For the second kind, depending on the risk assessment of equipment resist-operation or maloperation, the closing-position-relay signal from single phase, two phases, or three phases as well as the position signal of access switch are taken as the anti-maloperation criterion. For the third kind, the protection information and closing-position-relay information are taken as the anti-maloperation criterion, considering the position signal and protection signal of access switch. The adaptability and reliability of these strategies have been proved on the typical cases of practical networks in a province.
