摘要
国家开放大学需要什么样的教育质量观?由于开放大学有着与普通高等教育不同的使命和职能,其教育质量观必然注入新的内涵。国家开放大学教育质量观,必须运用互联网思维,以开放性、合作性和创新性为核心理念,明确两个基本定位:一是社会需求导向定位,以大众教育和终身教育构成基本内涵,形成人人皆学、时时能学的教育特征,确立有别于精英教育培养目标和培养标准的教育质量观;二是办学特色定位,以网络教育、系统办学、整体效能、"跨界"产品和开放合作教育的办学特点,形成多层次、多样化的各类教育质量标准,确立开放大学面向大众教育和终身教育的教育质量体系,实现国家开放大学促进教育公平的新使命。
Due to the different missions and functions possessed by the Open University compared with regular higher education institutions, the educational quality view required by the Open University of China should contain new connotations. The Internet thinking should be utilized, centered around such core concepts as openness, cooperativeness and innovation, to form the educational quality view required by the Open University of China from two orientations： the social demand orientation, which means to set up an educational quality view whose training targets and standards differ from those of the elite education, with mass education and life-long education as its basic connotations and learning for anyone at any time as its educational characteristic; the feature orientation, based on these school-running features including network education, systematic education, overall effectiveness, cross-boundary products, open and cooperative education, the multi-level and multi-form educational quality standard should he formed, and the education quality system of the Open University towards mass education and life-long education should be established to realize the new mission of the Open University of China for promoting educational equity.
