摘要
第一轮学前教育三年行动计划(2011-2013)已圆满完成,"入园难"问题得到初步缓解,但发展农村学前教育仍将是我国大部分农村地区近期的工作重点。如何把学前教育从乡镇中心区域推广至广大的村屯地带,是未来普及学前教育工作的重点和难点。对我国28个省175个村屯的田野研究表明,当前村屯幼教事业面临着三大难点问题:一是公办园难以成为村屯幼儿园的主体;二是村屯民办园难以突破低收费低质量的恶性循环;三是家长对幼儿园教育功能的片面理解不利于农村学前教育的普及。为解决这些难点问题,政府应将学前教育投入重点从幼儿园基础设施建设转向教育资源供给,因地制宜地促进村屯多种幼教形式的发展,应通过宣传教育优化村屯家长的学前教育观念,并对村屯贫困家庭实施学前教育资助制度。
After the accomplishment of Preschool Education 3-Year Action Plan (2011-2013), the popularization of rural early childhood education is still important. By the field research in 175 villages of 28 provinces, we found three difficult problems in the development of rural early childhood education, First, public kindergartens will not become the principal part of kindergartens in villages. Second, private kindergartens are very difficult to escape the cycle of inexpensive pay and poor quality. Third, parental one-sided understanding of kindergarten's educational function impedes the popularization of early childhood education. The government and the society should take measures to solve these difficult problems.
