摘要
地方教育行政人员专业化是国际教育管理改革的重要趋势,是转变地方教育行政职能的必然需要。但现实之中,地方教育行政人员专业水平不高已成为制约我国教育改革的突出障碍。提高我国地方教育行政人员的专业化水平,应以"服务教学"为核心构建专业标准,完善资格制度、选拔制度、培训制度与评价制度等制度安排。
The professionalization of local educational administrative staff (PLEAS) is an important trend of interna- tional educational administration reform and the necessary demand for transformation of local educational administrative functions. However, the poor professional quality of local educational administrative staff has restricted China' s educational reform. Therefore, it is necessary to construct the professional standard concentrating on "serving the teaching". In addition, the systems for qualification, selecting, training and evaluation should be improved.
