摘要
近年来食品安全问题引起了社会各界的广泛关注,所以评价我国食品安全规制的效率问题就显得更为重要。本文基于投入产出指标体系,运用DEA模型并结合超效率DEA模型对我国1999-2012年间食品安全规制的效率进行评价,通过对技术效率、纯技术效率、规模效率以及超效率的分析,得出以下结论:中国食品安全规制的效率并没有发生根本性的改善且其效率不高。基于模型分析,提出了提高中国食品安全规制效率的政策措施。
In recent years, food safety issues caused widespread concern in the community, therefore the e- valuation of the efficiency of food safety regulation problem becomes even more important in China. In this article the efficiency of food safety regulation in China between 1999 and 2012 is evaluated based on input and output index system, using the DEA model combined with the super efficiency DEAmodel. Based on the anal- ysis of technical efficiency, pure technical efficien- cy, scale efficiency and super efficiency, it is con- cluded that the efficiency of food safety regulation in China has no fundamental improvement and its efficien- cy is not high. Finally, the policies and measures to improve the efficiency of food safety regulation are put forward according to the model analysis.
