摘要
随着经济社会的快速发展,各方面事业都取得显著成就,与此同时,公共危机事件也呈高发态势,给人民生命和财产带来巨大损失。政府在应对危机事件方面采取了一系列措施,建立了应急管理体系,健全了体制、机制和法制,取得了明显进展。但在公共危机事件风险防控理论研究方面存在很大空间。为此,可以从系统脆弱性理论视角分析公共危机事件生成的机理,探索公共危机事件产生的内在逻辑,为公共危机事件治理提供理论的借鉴。
With the rapid development of social economy, remarkable achievements have been made in various aspects. At the same time, more public crisis events occurred, which caused great damage to people＇s byes and properties. The government has launched a series of actions to deal with public crisis events, including building emergency management system, perfecting system, mechanism and laws, and significant improvements have been made. However there is still space for improvement in the theoretical study of risk control and management of public crisis events. Therefore, an analysis could be carried out from the viewpoint of system vulnerability theory to look at the generation mechanism of public crisis events, explore the inherent logic, and provide reference for the management of pubhc crisis events.
